I really cannot understand how to create a custom Homepage Template and save it for importing latter to another website for example.
What is Export theme settings in Import/Export in theme panel page and how to use it in a new Template?

You can see all your templates in the Dashboard -> Cloud Templates. If you want to apply it on another website that uses the Newspaper theme, you can add a new page and apply the Gutenberg code while you edit the homepage.
The export/import option is takes only the settings from the theme panel and not the customization from the tagdiv Composer.
