Hello,

To create a header, please check this article https://forum.tagdiv.com/header-manager/
Also, please edit the mobile version (responsive or mobile page) select the row and set the layout to 1/3 + 1/3+1/3 and set the width of the column like in this video https://www.screencast.com/t/xMSF1ACLU and after you can add the elements in columns.
