I need to create a new custom block header template which I need a hollow circle right before the header text. Where can I change the current template or create a new one?

Sorry for missunderstanding your issue !
In order to change the blocks title style into what you want you will have to edit the text, the background color and text color: https://www.screencast.com/t/cqhK6D2W0QKK If you want you can try the Header templates that are above Title background color and see if is there one that fits you.
Also you will have to remove the ajax options from the Filter tab here: https://www.screencast.com/t/KGTzZKu7VwX

So if I would like to draw a circle and bake into one of those header template styles. How do I do that? I tried to find the styles but couldn’t find them.
Currently, I make 2 column and put the blue circle on the left then header on the right. This doesn’t work in mobile version and in smaller area.
Can I replace. Let’s say header template: block header 5 with my own design?

Unfortunately not. You will need to find a circle emoji or you could try using a custom font. Take a look at this font customization tutorial: https://forum.tagdiv.com/font-customization/
You could try and find a font that uses icons and edit that or if you like what I achieved: https://www.screencast.com/t/uSvgTOUFAdgX you can go to: https://emojipedia.org/large-blue-circle/ and simply copy and paste emojis from there.
