Create "go-to title" when someone click on icon

Hello,

I have a need about this that I want to make on my website.

I want to create something similar to this http://prntscr.com/qed660 so when you click on that icon for example on the first one it scrolls me down on the selected title http://prntscr.com/qed6t5. How to make that hashtag and go to that hashtag.
