Creating a notification for users to accept cookies

I need to make a popup or some other type of notification within the homepage for users to accept cookies. How is this accomplished?

Best with a plugin, for example: https://de.wordpress.org/plugins/cookie-notice/ or with https://devowl.io/de/wordpress-real-cookie-banner/
