CSS and JS problem of excessive loading data

Hi,My site is very small , since every time open it, css and js file is loaded a lot , resulting in poor website experience . So , I think every load to load CSS and JS is only a small part. how can I do ?

In china my server is fast. My server CPU=2s, RAM=4Gb, bandwidth=4Mb. Although small.

And china server Connect to the abroad so slow.

So i need to optimize the blue part of Firefox data.

You should have gzip or deflate active on server also.

Year, GZIP been opened. It does a lot faster.

But still needed 3,4 seconds .

How I do in order to achieve within three seconds ？
