Custom Ads only showing Incognito

I have about 5 different ads on my site, they were inserted following the Newspaper documentation. But, users can only see custom ads 1-5 inside incognito tabs. Currently I have them all packaged inside the sidebar ad, this is only way I can get them to show up on all browsers, regardless of window. Has anyone experienced this same issue?

I checked the website you provided, 4 ads are displaying for me (no incognito) with Chrome

From what I can see there are 4 ad codes in the sidebar ad spot, they all appear for me without incognito.
