Custom sidebar is not working

I use Newspaper 7.8
I try to create a custom sidebar but it does not appear on widget section.
When I go back to Theme Panel the name of the sidebar is there but if I click on it, there is only default sidebar name. Not new sidebar.
I have read posts on the forum and until now and I make all this with no result: use simple names not characters, disable plugins, clear cache, increase memory.
How can I fix this?
