1. The modules and blocks were never meant to show the post views. You can follow this topic to see how it can be coded in though: https://forum.tagdiv.com/topic/post_views_count/
2. The weather widget cannot be translated fully as it is grabbed from a server and it comes in English by default.
3. The post publishing date or time is changed from wordpress. The theme has no influence over the post time/date. http://www.wpbeginner.com/beginners-guide/how-to-back-date-your-wordpress-posts/

Regarding changes for post publishing date / time there are WP plugins to do so. But I don’t know how this will work with newspaper-7 template.
