Default Pro 10.2 Demo Footer Background Image – Cannot find a way to change it

I am using the Newspaper Default Pro 10.2 Demo for my new site. I cannot find the place to change the footer background image. See my screen shot of the theme settings page and footer tagdiv composer, https://postimg.cc/Bt5Nthhr

Where can I change the footer background image?

For that you will have to edit the footer page and change the ROW background image as you can see it here: https://www.screencast.com/t/mevNyOOV ; https://www.screencast.com/t/DqzLYkR0PuF

The second important step is to click on the CSS tab. I did not expect to find the image there.
