Once in a while I have noted that when the net is slow our website loads first with default theme color (light blue) and then changes it to the color set in the theme panel using custom css code. I would like to know where to change this default setting so that the site doesn’t have to switch the color and can directly load preferred color. My hope is, this can improve the page load speed a little bit.

I suppose that you are referring to the appearance of a flash when you enter on your website…firstly is loaded a style and then will appear another style, right? This behaviour appears when you have additional customization through custom CSS code and when you are using the speed booster. Please notice that the CSS are working in cascade and the first time will take the code from style.css that is set it by default and then the theme will take the custom code that you have changed from Theme panel and practically this flash is generated by this cause. As a workaround, you have to check your style.css and try to add directly in this file your desired custom code.
