Hi,
I noticed several “Flex Block” has “Title tag (SEO)” option. Should I leave it as default (H3, H4) or change it to H1? Is this the title of the block or the title of the article?

That is something that is up to you and how you configure SEO. It is not a certain rule. People set it up to how they like.

What I don’t know for sure is that whether it’s the “title of the block” or the “title of the article” so I can config it correctly.
