Is there a way around the issue with Excerpts not being displayed on posts in the Newspaper theme?
As I have been using Excerpts on my WordPress installation for years as an “teaser/intro” text and that text has not been included in the main text. So on the posts it has always been Title – Excerpt – Main Text. Is it possible to get that working again?

But that is related to blocks etc. on other pages, right? And not on the post page itself?

Hello!
No, but if you want to apply this text ” teaser/intro ” between the title and main text, then you can add an element like inline text, column text or text with title. Save and you will see that text on every post that has been assigned the current template.
