I do plugin testing for my domain on a dev.[mydomain].com site which is an exact copy of my main site, including the newspaper theme.
Do I need a separate Newspaper license to enable all the functionality on the dev.mydomain.com site?

Hi,
That will not be a problem, you can maintain a testing domain having the theme installed and activated. The Envato license mentions that a theme can be used for a single end product (website)

Installing it on a domain for development purposes and testing would not be a problem.
