In Guttenberg there seems to be only one option to add a Dropcap but I cannot find the Newspaper theme styling shortcodes as were in the classic editor.

You could use the classic element in Gutenberg – https://www.screencast.com/t/IRbDNQQ9
The dropcaps, buttons and other theme formatting options are there.
