There is a second menu just below the top with the options:
“About Fast News
Privacy Policy
Contact”
I am unsure how to access the edit controls for this specific menu

Hi,
That is actually in the page content, by editing the page you will be able to modify/remove those buttons. They appear only in that page, because they are in the page content, made to display similar as a menu.
If you were to check a post page or category page for example, they will not appear.
