I enabled posts’ comments for the entire site but this one post does not display Post A Comment.
1. Why not?
2. What am I missing?

If it pre-dates turning comments on, you may need to actually go to the post and check the ‘comments allowed’ box for that single post, which is part of WordPress, not the theme. If you can’t see option, use the Post Page visibility tab top right of post edit page to enable the options on the post page ‘comments’ – then check box ‘yes’ on the post.
Might not be your issue, but most common one 🙂
