Enquiry on achieving a desired look for the Footer

Hey there, as the topic suggests, is it possible for me to achieve the desired look for the Footer based on the reference I am listing below?

I have tried including the black bar with red borders for the website. However, is there a way where I can input the following text ‘© 2016. HOUSING & DEVELOPMENT BOARD. ALL RIGHTS RESERVED….’ above the black bar?

Thank you for the quick response!
I have tried the method as suggested before. However, the text is in the black bar on the footer.
Is it possible to have it above the black bar on the footer?

Hello,

Sorry, this is the only way for this case. If you want to place in another section of the website, you should use a bit of CSS code to do this. Notice that we cannot provide custom work at the moment, sorry!
