Error after plug in upload

Hi

I uploaded a plug in (Cookie Notice), tried to activate it, now I’m getting an error message on the Home Panel:

And when I try to go to plug in page I get an error msg:

cURL error 28: Operation timed out after 10000 milliseconds with 0 bytes received
Warning: Cannot modify header information – headers already sent by (output started at /home/financial/public_html/wp-content/plugins/infogram/class/class-infogram.php:59) in /home/financial/public_html/wp-includes/pluggable.php on line 1228

What should I do? Please help

I’m getting this error now even when I edit a post
