When I try to access my wordpress admin panel, I get this error:
“Fatal error: Cannot declare interface �ć, because the name is already in use in /home/steebost/public_html/wp-content/plugins/js_composer/include/params/param_group/param_group.php on line 12”
How do I fix this?

Please use this method when you cannot access your admin anymore:
http://www.wpbeginner.com/plugins/how-to-deactivate-all-plugins-when-not-able-to-access-wp-admin/
It is caused by a plugin you use.
