Hello! I would like to exclude one category from the blog page (the “all posts” page). I assume I can edit the PHP for the block or module that is being used for that page, but I’m wondering if there is a better way.
Also, if I do have to do it through code, can you suggest the best place to do it? I’ve seen some articles that recommended editing the Functions.php file, but again, Newspaper is fairly unique, so I thought I would ask first.

Unfortunately, the theme does not have any such an option that allows you to do this, sorry! You should edit the theme core files in order to exclude some categories from your page.
