When adding a Featured Image to a post, the Featured Image gets stuck (hung up) when uploading and doesn’t return to the Featured Image page where you can choose to upload a file or use one from the library. I can kind of force it to upload by clicking on the “Set Featured Image” button while it’s hung up, but it’s still in the “stuck” (wheel spinning) state when I click on the thumbnail on the Post edit page. The image shows up on the post when the post is published, but something is of course wrong with how it’s working.

Please check the console when you add the featured image, I think that you have some errors. Maybe you have a plugin conflict.

What do you mean by “check console?”
This started after I migrated the event db. How was it caused?

Make a test and deactivate ALL plugins except tagDiv ones, also if you are using a cache plugin, deactivate it, clear all cache and try again.
