Newspaper 11 does not have a setting for Featured Images under Post Settings, and all of my Featured Images are missing in a new staging site I’m designing. Our live site is using Newspaper 9 and it does have this setting. How can I fix this?

Hello,
Please go in Preferences -> Panels and enable the Featured Image/Video/Audio => https://i.imgur.com/B7LRIKy.png -> https://i.imgur.com/kyfTBMr.png
Sometimes, the issue can be from a plugin conflict or a cache issue, that’s why, please deactivate ALL plugins except tagDiv ones, also if you are using a cache plugin, deactivate it, clear all cache (also from your browser) and try again.
