Is there a way to keep articles that are tagged featured (and in my setup show up in the featured section at the top) from appearing in the articles in the feed below? http://outerrimnews.com is the site to reference.

Hi,
That will depend on the filtering and sorting you use for both the grid and the block below. If they are set to display posts from the same categories, then the same posts will appear in each of them.
Since you don’t use any pagination in that page, I would suggest to activate the unique articles setting for it
