I’ve just purchased and downloaded another Newspaper licences for a new website. What I noticed is that there is no longer any footer setting in version 10.4. In my Them Panel I only see Cloud Library Template.
Is this correct?

Standard Pack is used only for default templates and not for cloud/PRO templates. In your case, if you want to use standard templates, then you can install the Standard Pack plugin.
This plugin is no longer required because the new demos are using cloud templates.

I did but it still not shown.
What i am referring to is when I go to Header in the Theme panel I do see Cloud LIbrary, than Header Style, Top Bar, Main Menu, Logo and so on.
In the Footer I do only see the Cloud Library Template than empty. There used to be as well some sort of Style and sub footer and so on.
