Global Header not on category pages

I am using global Header style 12, but the large ad section is not showing on up category pages. Is this expected behavior? Is there a way to make the top ad show up?

same question for Tag pages

(and same thing happens on date-based archive pages, 404, etc)

Please provide a link to your site so we can inspect it. The header ad should appear across the whole site, not just specific templates.
