I have managed to create a new header advert (non Adsense) how do I get it to open a specific page within my website when clicked on ie Opens my advertising rates page

Unfortunately, them does not have any such an option for it, sorry! You can try using the AdRotate plugin for that because that software seems to have a lot of functionality and allows you to add some custom conditions. -> https://wordpress.org/plugins/adrotate/ Some of our customers used that plugin and they have been declared satisfied.
