This is supposed to bring up a popup allowing people to login. Currently it’s doing nothing. If I am logged into the admin panel, and I go back to the homepage I can then logout using that button/link. How am I going to fix this? I have a plugin which hides the wordpress login so this is very annoying.

When the button works when you are logged in, most of the time this situation was related to a cache plugin that interfered with the theme css and js.

The site name has been removed.
Normally if the element is set in header section should not be any problems. Now if is the header login element and is set in a different place for example footer, then check in the theme pane > footer section and make sure that the option for footer delay is disabled – https://i.imgur.com/V5iZnTH.png
