What I need to do is:
Feature#1 – Last post for same category , for Example “Economy”
Feature#2 – Last post for same category , for Example “Politics”
Feature#3 – Static image that will link for a specific page

The filtering is created for an entire block, not separate modules from inside a block. The filtering is done through the block settings: http://screencast.com/t/PGqrL88teq

Unfortunately you will have to add individual blocks if you want individual filtering, but I’m not sure how it will position. Try to add one block per each section and only filter 1 result in each block.
