When users visit my site and click on the SIDEBAR ads, it just “sits” there; how can that be fixed so it takes them to the site in the ad?
Depends on how you made the ads.
Normally you’d wrap the graphic or text you’ve placed there in proper HTML with anchor link to the landing page the ad is promoting.
See basic online tutorials for how HTML works, for how to create anchor links.

Here is what I’ve put into the SIDEBAR AD block:
<div class=”td-all-devices”> First href is to the .png image, second is to the website I want it to go to.

Like Chris S specified above you need to check if the code contains an actual link, in order to direct on clicking the ad.
