Hello I have small question. How can set my theme that when a visitor choose a page in menu of my portal, this new page will open up in a new section in his/her browser instead of closing the present one and opening the page in current section.

I believe this discussion is not going in the right direction. You are asking about menu item links in menus. Those can be set to open in a new tab when clicked, the menu items have that option

Discussion is going in right way. Unfortunetle somehow I do not have the same menu tab. I am sending you the one I have which there is no open new page option. I would appritiate ı could tell me how reach this tab.

I thought you wanted to affect the menu items, not create links in the post or page content as suggested above.
If it really is the menu where you want to make this modifications, please check if the link target attribute is enabled in the screen options

Enable it if it is not and the parameter will display for each menu item.
If this does not solve the issue, please deactivate all plugins, leave only theme plugins active. There were cases when plugins caused menu settings to not be displayed.
