Hello !
The user is not using the mobile theme. He is using the responsive mode which can be edited using the tagDiv Composer using the mobile viewport as you can see it here: https://www.screencast.com/t/GcGEonaY

I cant see an option to:
1) disable the mobile menu
2) enable the menu shown above
