Hi,
You can enable “Show child categories menu” from block settings like this: http://screencast.com/t/z9CXXNxHdL
This will show a menu at the top of the block that contains the child categories of the selected category.

Hi,
You need to set your block settings like this: http://screencast.com/t/sG7M9Qa7z8e ..and this: http://screencast.com/t/doDvbKEjYCu ..and make sure that you set the block to show an category which has subcategories.
