How to achieve this layout with tagdiv composer on homepage

If those from your image are articles then you can use the flex block 1 element, hide all elements except the title and set a separator for the elements https://i.imgur.com/kPHWsIs.png – https://i.imgur.com/RhOBIoL.png
If is a list, then I think the best solution will be using a html/css code and set it in element raw HTML
