I have a menu items which are based on categories. And one of the menu-item is ‘Forums’ which shows all the available forums. I haven’t created a page for it, so I guess the page is dynamically created when the menu item is clicked.
Is there any way to add a text block at the top every time to show a notice (e.g. Log-in register information etc)?

Unfortunately that comes from the plugin. The theme does not control the forum login. You will need to see if your plugin supports visual composer elements or vice-versa and then you can add the login information element if this will be available.
