How to add an ad on top & bottom of Post Title?

I wish to place an ad on top and below the post title – Like this

Above post title – http://imgur.com/dJbYj1L
Below post title – http://imgur.com/7jTnP4J

Currently I can only add the ad on top of the post content. How can I achieve this?
