The latest articles section will always be displayed on then bottom of the page, after the content of the page. It cannot be moved to a different location.
Consider using the available blocks and grids, for example a block can be named Latest articles, sorted by latest posts and placed on top of the page

You can paginate blocks like this

So you could create a replica of the Latest articles on top using a block, and deactivate the one on bottom. It can be deactivated by selecting a different page template

That would be the page title, it should only appear if the page template with title is selected
