Hi

The theme does not have an option to control the title length for blocks. The title will have length set when you add it in Visual Composer: http://screencast.com/t/oUBR4LlN
If this is not what you mean please provide more specific details about what you’re trying to do so we can inspect this and get back to you with a more accurate answer.
