How to change the post title H1 to all capital letters showing by default

I know there is a setting for this somewhere. But I cannot find it

How to change the single post H1 headings to be like for exampe – This Is The Post

Like these capital letters at the start. Where is the setting for this?

I am trying to change in the text for the BUG FIRST LETTER section where you can see those options. But changing these does nothing. It wont change to my chosen format. Always stays the same. Yes. Cleared caches. But not even the previedw will change
