I think that you are referring to a new element where to set widgets, if is so, then you can do this from more places, for example when you edit a post -> https://i.imgur.com/9738isQ.png or form the theme panel -> https://i.imgur.com/nb6jSru.png

Neither of the options above appear to be available on my site to add a new sidebar widget area . . . any ideas?

It depends. For example the option to create widget sidebar from the post edit screen won’t be available if the post uses a cloud template. The option from the categories settings as well won’t be available if you use a cloud template. Also assuming the standard pack plugin is deactivated.
But there are still ways to create widget sidebars is these are required to be used. Do it from here for example – https://i.imgur.com/bRMO6nq.png There are a few other places, but one should be enough. Please try it.
