If you mean to set a fix dimensions to your background, then you can not achieve this because the website is responsive and when you open the website in another screen resolution then the background will be distorted.
If you mean to set a background click ad image, then you need to set up an image in Newspaper -> Theme panel -> Background -> Theme background and in Newspaper -> Theme panel -> Ads -> Background click ad and here you can set the link for that background image.

I want to set special background with a clickable URL for a special country.
I use Geolocation IP Detection to show the element by country IP.
Any workaround on how to set background according to visitor IP?
Unfortunately, the Backgound ad (site skin) is poorly implemented in Newspaper. It allows only a clickable background in the sides of the theme, no header, no mobile integration.
I guess, only one workaround for mobile version – to add Top header banner?

If you use a cloud/PRO header template, then please try to add an element called “Ad box” in your header zone when you edit the page with TagDiv Composer and write your code there: https://www.screencast.com/t/JHLCTBhWp
For mobile version you need to modify in mobile viewport.
If you have Mobile Theme, all changes you can do are located in Newspaper -> Theme panel -> Mobile Theme, and you will find a section for ads.
