How to create / clone an identical website with a new Newspaper theme licensee?

Dear Staff,

We need to create a test site for our current website (WP6, Newspaper Version: 11.5.1 ), I have following questions:

1) Can we clone the current website to another server without purchase a new license for testing purpose? The purpose of testing is mainly for video streams with 3rd party SDK setting, we need to know if the new setting will be safe for our current site.

2) How to clone the current website?
