Hi I want to disable ‘Newspaper’ tab in admin panel for other Users so they won’t be able change my settings in this tab at all.

Please refer to the WP user roles and change the your user types to the specific role capability WP provides. Our theme has no control over these roles:

Got it. Thanks for your reply. One of my plugin ‘User Submitted Posts’ was making some issues while creating posts by Editors. Please try to include ‘Submit Your News” form similar to User Submitted Posts plugin in next update so we don’t have to use such additional plugins at all.
