How to enable/disable the comment on the post page

I am grabbing most of my content from RSS Feeds. I would like to disable the comment box on the posts but the only option that I see is to do this individually on each post. Is there a way to disable the comment box on all posts? Thank you

For V3, I do not have the boxes to check or uncheck to show the discussion. How can I not have a comment box on a PAGE and a POST individually. Thank you
