How to fill the site with "latest articles"

Hello I bought newspaper today, how to I fill my site with the latest articles? only with latest articles, like this sites https://goboiano.com/ https://www.otakupt.com/
Because on my site I cant edit the “latest articles” section, its on the bottom and I cant remove or edit it, or put it on top, this is my site https://sakugacentral.com/ , and there is a huge blank space on the middle. someone can help?
