What source are you using for the avatars? The avatar will be displayed as you set it. I use Gravatar and it appears as I upload it (original image)

I’m currently using plugin WP User Avatar (http://mrrwebdev01.org/wp-admin/plugin-install.php?tab=plugin-information&plugin=wp-user-avatar&TB_iframe=true&width=600&height=550).
There are many plugins call Gravitar. I’m not sure which one to select.
Also, if you can provide your country you are trying to login from, I can grant access.

Are you referring to the author box displayed in posts? Or maybe the avatar in a different location.
