When using block 12, the main photo is on the left with text on the right which is what I like, but when I make the browser smaller (less width) or view on mobile, the image stays to the left and removes the excerpt text with the topic to the right. Is there a way for block 12 to look like block 4 when the browser is collapsed horizontally or on mobile?

If you need separate styles for desktop and mobiles, I recommend using the flex block element which allows you to implement separate layouts based on the device: https://www.screencast.com/t/czGSM0OxvSR
