Right now the comment box is under Ralated article and more from author but I want to move the comment box to top and Related article and more from author to under, so how to move it?

In order to make this modification you will have to edit the theme files corresponding to the post templates you use on your posts. Every post template has 2 files for it: http://screencast.com/t/gq6JpObz23Z you will have to copy the comments code from the single_ files to the loops files and place it under the related articles like so:

Thank you, I did it already. It’s working well on wordpress comment.
But when I use Plugin “Facebook Comments by Fat Panda” to replace from WordPress comment to facebook comment it has double comment box, one is on the top and another one is under related article. So how to fix it ?

Unfortunately I cannot provide a solution for this as the plugin is not tested and we have no idea of it’s functionality. It could require further implementation to work properly.
