how can I move the comment form on top of the comments list? (instead that at the end of the page below all the comments)

Unfortunately in our theme, you can not change the structure for Single Post Comments.

I would like to do this modification sitewide, globally on all articles and pages (not only on one article).
Is this possible? Maybe modifying the source code a bit?
