How to optimize speed on Google Webmaster test

Hi, I’m check my site on Google Webmaster Tool (Test Speed) and have 69/100 point of speed on mobile. And my site have a problem is “Eliminate render-blocking JavaScript and CSS in above-the-fold content”
How to fix it?
